He is not called Lucifer now but Satan Steve Quayle: Names mean different things and with his name change a condition and position of him changed. When he was first created along with the other
sons of God Paul called it the 3rd heaven or paradise 2 Cor.12:2,4
he (Lucifer) was in Ezek. 28:12-19 the power behind the king
of Tyrus---full of wisdom, perfect in beauty v. 13 thou hast
been in Eden the garden of God-thy covering -topaz etc.-that
day thou was created v. 14 the anointed Cherub. v. 15 wast perfect
in thy ways from the day thou was created, until iniquity was
found in thee.v. 16 I will cast the as profane out of the mountain
of God...O covering Cherub. v. 17 "Thine heart was lifted
up because of thy beauty, thou hast corrupted thy wisdom by reason
of thy brightness: I will cast thee to the ground, I will lay

Hebrew-in the sense of brightness-the morning star=Lucifer. Then
when his heart was lifted up (pride) he fell and was cast down
and before he fell in v. 14 it says he was walking up and down
in the mist of the stones of fire in Heaven. He still has access
to Heaven because of what Job 1:6, 2:1 says notice how it says
sons of God came to present themselves before the LORD, and Satan
came with them. Before Lucifer fell he walked up and down in
Heaven but, in Job 2:2 he now walks up and down in the Earth.
