By Dov Lieber - August 23, 2017 - The Palestinian Authority continues to be disillusioned US efforts to revive the peace process and is now considering dissolving the PA and renewing a Palestinian bid for full United Nations membership, Arabic media reported on Wednesday. Abbas’s deliberations come ahead of a visit to the region by US President Donald Trump’s senior adviser and son-in-law Jared Kushner, who is set to arrive in Israel on Wednesday night with a US peace delegation, after quietly meeting with leaders of the United Arab Emirates, Jordan, Qatar, Saudi Arabia and Egypt. According to the report in the Lebanese daily Al Hayat, which cited unnamed “reliable” sources in the PA, Abbas is waiting for Kushner and Trump’s envoy to the region Jason Greenbelt to give him a written response to his conditions for returning to the negotiating table, which are “freezing settlement construction in the West Bank and working towards a two-state solution.”
The Palestinians are also reportedly renewing their bid to halt Israel’s settlement expansion through the International Criminal Court (ICC). The report said a PA delegation will travel tomorrow to the ICC’s headquarters in the Hague in order to the meet with the court’s chief prosecutor Fatu Bensuda.

US STATE DEPARTMENT SLAMS ISRAELIS STAGNATION ON RELIGIOUS FREEDOM REFORM
Annual report homes in on hot-button areas of Western Wall pluralism, conversion and who has the right to pray at the country's holiest sites
By Amanda Borschel-Dan - The US State Department’s International Religious Freedom Report for 2016, released last week and compiled before the government suspended a deal on a permanent pluralistic prayer area at the Western Wall, diplomatically pans the lack of progress by the Israeli government toward increased religious freedom.
To chart the religious-ethnic teetering balance that is Israel, the report uses a tit-for-tat formulation highlighting positives, and often more negatives, that unfolded in the area of religious freedom in 2016. Of note, the word “continued” appears almost 70 times, an apt signal of the scant reforms implemented in the past year. For example, the report states that Israel “continued to permit non-Jews, including Muslims and Christians, to pray at the Western Wall, but continued to enforce a prohibition on non-Orthodox (including mixed gender) Jewish prayer services.”
Likewise, the report stated, “The government and non-Orthodox activists reached a compromise in January to accommodate ‘egalitarian prayer,’ i.e., Reform and Conservative Jewish services, near the Western Wall, but the government did not implement it.” According to Zionist Union MK Ksenia Svetlova, an immigrant from the former Soviet Union who is a well-known activist on behalf of the separation of church and state, “The US State department report clearly indicates that the Israeli government is not implementing its own decisions and thus compromises religious pluralism in Israel. I call on the government to serve all Israelis, and not only specific pressure ultra-Orthodox pressure groups.”
Written in diplomatic language and covering a massive scope of religions and their accompanied strife, there are trivia gems in the report — “The government continued to allow Christians and individuals who spoke Aramaic to register with their national or ethnic group listed as Aramean instead of Arab” — as well as depressingly grim statistics on those killed or persecuted due to the “strained” relations among religious and ethnic groups. “There continued to be reports of Haredi men spitting at non-Haredi Jews and persons of other faiths, including those wearing Christian clerical clothing,” it stated.

NETANYAHU SAID SET TO MEET TRUMP IN THE US IN SEPTEMBER
Prime minister reportedly to make state trip to South, Central America, before visiting US president and addressing UN.

Prime Minister Benjamin Netanyahu is reportedly to meet President Donald Trump in the US in mid-September.
The two are scheduled to meet on September 17 in New Jersey, likely at Trump’s National Bedminster Golf Club, the Israel Hayom daily reported Sunday. Two days later, both Netanyahu and Trump are to address the United Nations General Assembly.
Netanyahu is expected to leave soon for a state visit to Argentina, Colombia and Mexico, from which he will continue on to the United States for a few days and return to Israel before Rosh Hashanah, which begins on the evening of September 20.
The prime minister’s schedule has not yet been officially confirmed, but the report said that officials in the Foreign Ministry had been informed of the state visits and were arranging the trip.
Netanyahu and Trump have already met twice this year: in February, when the prime minister visited the White House, and in May when the US president visited Jerusalem. During the past year Trump has sent envoys to the region several times for meetings with Israel and Palestinian Authority officials, including special adviser Jared Kushner, who is also Trump’s son-in-law, and peace envoy Jason Greenblatt.

United Nations Secretary General Antonio Guterres said Monday that calling for Israel’s destruction is a “form of modern anti-Semitism” and said he would treat Israel with “impartiality” amid vocal complaints by
Israeli officials that the world body is biased against the Jewish state.
“I do believe that in particular when you mention those who call for the destruction of the State of Israel that that is a form of modern anti-Semitism,” Guterres told President Reuven Rivlin at the President’s Residence in Jerusalem.“But you also understand that I sometimes disagree with positions of the Government of Israel or any other government, and that is absolutely normal in a society where many of your citizens have exactly the same expressions of opinions,” he added.
“We will always be very frank in the dialogue with the State of Israel in trying to find ways for peace to be possible in this region, but we will always be very committed to make sure anti-Semitism doesn’t prevail and that equality in the treatment of all states is fully respected.” Guterres, who was greeted upon his arrival Sunday with complaints from Israeli officials of the UN’s “anti-Israel bias,” said under his leadership the international body will treat Israel with “impartiality,” as he said it does with every country. “I want to express to you, Mr. President, that you can be fully confident that in my role as Secretary General, and in relation to the functions of the secretariat that I am supposed to meet, I am very keen in stressing the values of the Charter, and the very important value of the Charter, impartiality,” he told Rivlin.

DANGER SIGNS FOR ISRAEL COMING FROM PARTS OF TRUMP ADMINISTRATION
Israel and its supporters in the West are seeing danger signs coming from parts of the Trump Administration. Since taking office, the camp that views Israel as a liability and "root cause" of Islamic extremism has been gaining ground. That camp is at odds with those who view the Islamist ideology as the root cause and believes it must be defeated for there to be peace in the Middle East.State Dept. Report Blames Israel, Exonerates Palestinian Authority.
The biggest danger sign for America's best ally in the Middle East came with the recent release of the State Department's annual Country Reports on Terrorism. It blamed Israel for sparking terrorism while applauding the Palestinian Authority's counter-extremism efforts. The report frames Palestinian terrorism as a response to Israeli misconduct, with no attribution to an Islamist ideology or culture with a genocidal desire to wipe Israel off the map. Palestinian terrorism is essentially presented as a form of "resistance" motivated by legitimate grievances against Israeli actions. In other words, the terrorists are misguided freedom fighters. The identified "continued drivers of violence" are listed as a "lack of hope in achieving Palestinian statehood, Israeli settlement construction in the West Bank, settler violence against Palestinians in the West Bank, the perception that the Israeli government was changing the status quo on the Haram Al Sharif/Temple Mount, and IDF tactics that the Palestinians considered overly aggressive."
The treatment of the Palestinian Authority, on the other hand, was mostly positive. The report lauded its efforts in combating extremism and claimed that it had minimized the incitement of violence by Palestinian Authority officials and institutions. It went so far as to say that incitement is now "rare" and "the leadership does not generally tolerate it." The State Department report undermines President Trump's position on Israel. Trump yelled at Palestinian President Abbas for lying to him about the indoctrination of Palestinian children. Shortly before that meeting, Abbas had publicly stood side-by-side in Washington D.C. with Trump. Standing together, Trump said he genuinely believed Abbas was committed to peace. Abbas asserted that Palestinian children are being raised in a "culture of peace."

Attorney General Avichai Mandelblit on Friday announced filing an indictment, pending a hearing, against the wife of Prime Minister Netanyahu, Sara, in the “residences affair.” Ms. Netanyahu will be charged with fraudulently receiving some $100,000 for her part in ordering meals at the state’s expense without authorization.
This means that only one component of the case has been deemed as justifying prosecution, dispensing with three others, having to do with the state-owned patio furniture which Sara Netanyahu allegedly obtained for her private home in Caesarea; the electrician Avi Fahima who was allegedly employed at the Caesarea home contrary to regulations; and the nursing caregiver for her father, whom Sara Netanyahu hired at the expense
of the prime minister’s residence.
If you think this is too petty to justify turning the state prosecution against the wife of a sitting prime minister, you should know that, back in 1977, then Labor’s candidate for Prime Minister Yitzhak Rabin was forced to resign after it had been discovered that his wife, Leah, neglected to close a $15,000 account in a US bank from her husband’s stint as Ambassador to the US. Ezra Seidoff, the former deputy director general of the Prime Minister’s Office, is expected be indicted
following Ms. Netanyahu’s hearing, for ordering extra-budgetary meals, as well as in the electrician affair.

Palestinian bid to join Interpol goes ahead despite Israeli objections
The Palestinian Authority’s latest bid to join Interpol will go to a vote at the General Assembly later this week despite Israeli efforts to thwart the bid to the international law enforcement body. The Foreign Ministry says the PA’s request was approved by Interpol’s Executive Committee and will be brought for a vote in the General Assembly later this week. Israeli officials say the PA will likely be able to garner the necessary two-thirds majority at a vote in the Assembly.In an effort to disqualify the Palestinian bid, Israeli diplomats have reportedly been lobbying behind the scenes for stricter criteria for new members. Israel has expressed concerns that the PA’s membership in Interpol would result in sensitive information being leaked to Palestinian terror groups. Interpol’s General Assembly convened today for its annual meeting in China, where the international policing organization will vote on new members.

By Alexander Fulbright - September 25, 2017 - Prime Minister Benjamin Netanyahu has reportedly delayed a meeting of a settlement planning committee at the request of the Trump administration, whose envoy for Middle East peace is set to visit the region this week to meet with Israeli and Palestinian leaders. During a security cabinet meeting on Sunday, Netanyahu told ministers the meeting of the Civil Administration Planning Committee would be put off for another week or two in order to avoid friction with the White House during Jason Greenblatt’s visit, the Ynet news site reported.
Actions by the Civil Administration committee have previously been delayed a number of times ahead of sensitive diplomatic events at the request of the Trump administration. Most recently, it delayed the announcement of the agenda for its upcoming meeting, which was set to be published a day before Netanyahu met with US President Donald Trump in New York last week, the Haaretz daily reported. Greenblatt’s trip comes after Trump met with both Netanyahu and Palestinian Authority President Mahmoud Abbas on the sidelines of the United Nations General Assembly. The White House on Sunday said his visit is meant to “continue the peace track” and is “part of the administration’s quiet, steady discussions towards peace.” Previous announcements of new settlement construction have led to diplomatic flareups between Jerusalem and Washington, most notably during a visit to Israel by then US vice president Joe Biden in 2010.
Although the Trump administration has avoided responding harshly to announcements of new settlement building, Netanyahu said in March that Israel will curb construction in West Bank settlements as a goodwill gesture to Trump.
During its upcoming meeting, the Civil Administration’s High Planning Committee is set to advance plans for the construction of some 2,000 settlement homes, including issuing tenders for the immediate construction of a number of houses in Beit El, which were promised by Netanyahu after the demolition of a number of buildings in the settlement in 2012, Haaretz reported.
Although Trump reiterated his administration’s commitment to facilitating a peace deal during his meetings with Netanyahu and Abbas last week, he did not publicly broach the issue of settlements, which the Palestinians have maintained are a key impediment to reaching an agreement. PALESTINE JUST JOINED INTERPOL. IS THAT BAD FOR ISRAEL?

It’s easy to abuse Interpol’s red notice system. That doesn’t mean Palestine will. Interpol, the international police organization, has voted to accept Palestine as a member country — which will heighten fears in Israel that Palestine could use Interpol to target Israeli officials.
Interpol membership will bring several benefits to Palestinian police. They’ll get access to information
that other police agencies around the world have shared about criminal activity and will be able to issue red notices, which function as international nonbinding warrants requesting the extradition of criminal fugitives.
And that’s what makes Israel nervous. Israel is strongly opposed to Palestine’s membership in Interpol (Israel opposes Palestine’s entry into any international organization, insisting that it is not an independent state) and blocked its attempt last year to achieve Interpol membership, warning that Palestine might issue red notices against Israeli government officials. In the end, 75 countries supported Palestine’s bid for membership, 34 abstained, and 24 opposed it. Interpol’s constitution forbids the use of red notices for political purposes. But some countries have been known to abuse Interpol, particularly its red notice system, for political purposes. Russia, China, Venezuela, and Turkey have issued red notices for dissidents and activists, in addition to the actual criminals for which the system is intended. (Interpol functions primarily as a liaison between police agencies around the world and does not itself have agents with policing powers.)
Interpol carefully vets red notice requests, which must be based on documented evidence of wrongdoing, such as a domestic arrest warrant. But it is notoriously difficult to remove a red notice once it has been issued, despite recent reforms attempting to streamline the appeals process. projects that would “directly benefit” the Palestinian Authority (PA).
The funds were redirected to Palestinian wastewater programs after the money was frozen from an Egyptian economic aid package. According to the initial report, a Congressional aide explained, “It means that the
Trump administration is trying to get money out of the door before Taylor Force goes into effect.”
The Taylor Force Act, passed by the Senate Foreign Relations Committee last month, cuts off U.S. economic aid that directly benefits the Palestinian Authority until they end violence against U.S. and Israeli citizens, condemn such acts of violence, and end payments to terrorists and their families. The bill is named after a former U.S. army officer, Taylor Force, who was stabbed to death by a Palestinian terrorist in Tel Aviv.

According to the latest poll conducted by the Palestinian Center for Policy and Survey Research (PSR) in the PA and the Gaza Strip between 14-16 September 2017, an overwhelming majority of the PA and Gaza public is worried about the future of their liberties.
“This prevailing perception seems to be driven by the recent increase in the incidents in which journalists and activists have been arrested, by the recently announced presidential decree enacting a cybercrime law, and by the government proposed amendments to the Law of the Judiciary. A large majority believes that
Palestinians cannot criticize the PA without fear. In fact, half of the public believes that the PA has now become a burden on the Palestinian people,” the PSR states.
Using a sample is 1270 adults interviewed face to face in 127 randomly selected locations, with a margin of error of 3%, the survey concludes that this “worry about the future of liberties, along with the concerns about the steps taken by the PA against the Gaza Strip, might be responsible for the increase in the demand for the resignation of […] Abbas and the decline in his popularity compared to that of Hamas’ presidential candidate, Ismael Haniyeh. Israelis and Palestinians have engaged in inflammatory rhetoric that violates UN Resolution 2334, which condemns settlement activity, UN special coordinator for the Middle East peace process Nikolay Mladenov said on Monday. He presented the UN Security Council with his third report on the resolution since its approval last December, in which he gave both Israelis and Palestinians a failing grade. “I, once again, urge both parties to demonstrate their commitment to rejecting violence, inflammatory rhetoric and provocative actions,” Mladenov said.
During the Temple Mount crisis in July, Hamas and senior Palestinian Authority officials called for a “day of rage.”
“Hamas and others continued to openly glorify attacks, describing the murder of three Israelis at their home in Halamish as “heroic,” Mladenov said, adding, however, that Abbas explicitly condemned that attack. Israeli officials, including Netanyahu, he said, have used “provocative rhetoric” in support of settlement activity. “Other senior Israeli politicians also made repeated calls for annexation of the West Bank, with one Member of Knesset expressing his desire to ‘destroy’ hopes for Palestinian statehood, and stated that ‘there is room to define and realize the national aspirations of one people only – the Jewish people.’” During the last three months, Israelis and Palestinians did not take steps to “reverse negative trends on the ground that are imperiling the two-state solution,” he said.

TRUMP NEGOTIATOR TO RETURN TO ISRAEL
White House says Jason Greenblatt will return to Israel to “continue the peace track”.
By Elad Benari - September 25, 2017 - U.S. President Donald Trump’s Middle East peace negotiator, Jason Greenblatt, will return to Israel to “continue the peace track”, a White House official said on Sunday, according to Reuters. Greenblatt’s latest visit follow’s Trump’s meetings with Prime Minister Binyamin Netanyahu and Palestinian Authority (PA) chairman Mahmoud Abbas last week in New York. “While President Trump had productive meetings with Prime Minister Netanyahu and President Abbas at the United Nations, we always said that the UN would not focus on peace conversations and that those conversations would be happening on a separate track,” the official said in a statement.
“(Greenblatt) will have follow-up meetings in advance of a private trip in the region with his family for Sukkot. The meetings are part of the Administration’s quiet, steady discussions toward peace,” added the official, according to Reuters. Greenblatt has visited the region several times in recent months, as the Trump administration continues its efforts to bring Israel and the PA back to the negotiating table. He previously visited in late August. PA officials have expressed pessimism that Washington's peace efforts can bear fruit, though Abbas praised Trump’s efforts during their meeting last week. Trump recently said he believes there is a "chance" for a Middle East peace settlement. At his meeting with Abbas, the President said he is prepared to pour his heart and soul into brokering a permanent peace agreement between Israel and the PA. "I certainly will devote everything within my heart and within my soul to get that deal made. From the time I was a little boy, I've been hearing about peace in the Middle East. We're going to see what we can do," Trump told Abbas.

OUTCRY AS WOMEN ASKED TO LIFT SKIRTS, SHIRTS AT ENTRANCE TO WESTERN WALL

Guards at the entrance to the Western Wall complex in Jerusalem “strip searched” four female rabbinical students on Wednesday ahead of the Women of the Wall’s monthly prayer service at the holy site, liberal Jewish groups said.
The Israel Religious Action Center, which serves as the legal arm of the Reform Movement in Israel, said the four students of Hebrew Union College were delayed and questioned by guards, then were asked to lift up their shirts and skirts. “Four female rabbinical students strip searched while trying to enter the Western Wall Complex,” it declared in a press release.

An interfaith vigil and well-publicized 'dueling rallies' draw thousands of Jews to denounce racism and anti-Semitism in America's Cradle of Liberty

Among the anti-bigotry protesters were thousands of New England Jews, some of whom invoked the Holocaust in their protest. Others also took part in an interfaith vigil at the city’s Temple Israel on Friday evening to condemn white nationalism and anti-Semitism. The protesters streamed into Boston on Saturday morning to denounce a Free Speech Rally, an event that had been on the books before last week’s neo-Nazi rally in Charlottesville, Virginia, during which protester Helen Heyer was killed by a white supremacist. In this charged climate, there was speculation the Boston Free Speech Rally would attract neo-Nazis and held the potential for additional violence.
Those fears proved unfounded as some 50 activists ultimately joined the Free Speech Rally. The only swastikas in sight were on the banners of anti-bigotry protesters, crossed out or sometimes contorted into the number 45, a reference to President Donald Trump. In the end, there were about 800 protesters for every free speech activist. Some Jewish protesters carried “Never again” signs, while others used Hebrew to quote the Bible. There was a healthy display of “Jews for Jesus” and “Jesus was Jewish” signs, and one tallit-clad woman with a shofar ram’s horn had the Virgin Mary sewn onto the back of her prayer shawl.Also related to the Holocaust, a young man wearing a yellow star and black-stripe shirt attracted the attention of many photographers. Another woman carried a poster with the words, “This one’s for you Grandma,” along with a Jewish star.

POLICE BREAK UP WEDDING INVOLVING 14-YEAR-OLD GIRL
Groom and father of bride arrested ahead of ceremony; both are later released to house arrest.
By TOI staff - August 30, 2017, Police prevented a wedding involving a 14-year-old girl from taking place in central Israel on Monday evening, arresting the groom and father of the bride ahead of the ceremony.
The groom, in his twenties, and the father — who was set to conduct the marriage ceremony — were detained as family members and friends gathered at a Lod wedding hall, according to a report by Channel 2.
The two were later released to house arrest, with the illegal wedding called off. Local Welfare Ministry representatives told the TV station there was no way to monitor whether the religious wedding ceremony would be covertly arranged at a later date, in violation of Israeli law.

In a discovery the Israeli Antiquities Authority (IAA) called 'mesmerizing
proof' of the Babylonian destruction of the First Temple, structures over 2,600 years old were exposed under collapsed layers of stone in Jerusalem's City of David excavation park. 'We have a very very clear destruction level' showing signs of destruction by fire, said Dr. Joe Uziel, Excavation Director of the
IAA. ... The City of David discovery was full of clues revealing the nature of First Temple-era life. Within the collapse, archaeologists found charred wood, grape seeds, pottery, fish scales and bones, and unique and rare artifacts. ... Dozens of clay storage jars, used for both grain and liquids like wine, were
discovered, several of which had stamped seals depicting a rosette on the handle. The seals are typical of the end of the First Temple Judean period, said IAA excavation directors Ortal Chalaf and Dr. Uziel. The seals 'were used for the administrative system that developed towards the end of the Judean dynasty,' they said in a joint statement."
